Is Texting Illegal Yet?

What worries people more than seeing drivers chatting on their phones while driving? Seeing them staring at these same phones while text messaging. After this incident, recorded on Twitter, of a MARTA operator texting while apparently driving a train, Georgia might just join the 16 or so states considering legislation prohibiting texting while driving a moving vehicle.  Since it's not obvious when someone is texting behind the wheel, how would such laws be enforced? Perhaps an officer will be asking at traffic stops "Excuse me sir, but why weren't your thumbs on the steering wheel?"

What else can we ban in cars? How about loud music? This isn't as far fetched as it sounds. In Delhi, India, police regulate the use of audio visual devices in vehicles. Right now commercial vehicles are prohibited from playing music at all and private cars can't play music above certain decibel levels. TVs are also banned in cars. From a professional point of view, I would really enjoy seeing how they measure sound levels in the field. And I wonder if the police require TV screens to be turned a specific angle away from the driver?

At any rate, unless people voluntarily stop multitasking while driving, I wouldn't be surprised if soon we'll be told just what kind of a/v toys we can have in the car-- or else.
